I found after removing the pulsator screw, in my case the cavity, which houses the hole for the screw, had the approach cavity covered with plastic as an extension of the pulsator. This is to prevent water from coming into contact with the 11/12 teeth gear. This was preventing the harpic from penetrating further to remove any rust on the shaft housing the pulsator. I don't want to cut open the pulsator, and I don't have a AC Swagging tool to hammer out the rust, if any.
